TrvCashAdvance.setDefaultExchangeRate Method
Sets the default exchange rate from currency exchange rate setup.

The exchange rate will store a direct cross rate that factors in triangulation, between transaction currency and company currency.
The exception will not always be handled in this method if there is any exception occurs in the getCrossRate_Static method
