True if the LocalValue is ignored; otherwise, false.
Remarks
Some instances of InheritedChatRoomProperty become ReadOnly when a parent entity makes restrictions on their behavior. For example: when the value of ChildrenMustInheritProperties is true, subcategories and chat rooms in that category will have many ReadOnly properties.
