About Enterprise Project Creation Methods
With Microsoft Project 2002, there was no direct way to create enterprise projects without using Microsoft Project Professional 2002. The new enterprise project creation API in Microsoft Office Project Server 2003 enables creating the elements of a project—ranging from a blank project to a project with tasks, resources and assignments—without using Project Professional 2003.
The enterprise project creation API features nine new PDS methods that provide the capability of programmatically creating a project, and creating new project entities in an existing project. This API also provides support for resource management processes.

ProjectAssignmentsCreate (new)
Note Creation of a complete project from a template that includes tasks, resources, assignments, and other data requires using the appropriate methods. The PDS method ProjectCreate will create a project from a template; other data such as task, resource, assignment, and outline codes can then be added with the methods ProjectResourcesCreate, ProjectTasksCreate, ProjectAssignmentsCreate, and ProjectCodeValuesUpdate.
The enterprise project creation API does not provide a server-side scheduling engine; it is designed to allow creation of project data.
