The Filter list functionality in Forefront Security for Exchange Server also permits you to create filter lists for use with content and file filtering. By using filter lists for File Filters, Subject Lines Filters, or Sender-Domains Filters, you can maintain individual lists of filters for use by different scan jobs or simply organize your filters.
To create a new file or content filter list, select Files, Keywords, Subject Lines, Sender-Domains, or Allowed Senders in the List Types pane of the Filter Lists view (of the FILTERING section of the Shuttle Navigator) and click the Add button. Type a name for the filter list and then press Enter. The new filter list now appears in the List Names section.
After you create a new list, click the Edit button. The window described in Allowed senders lists appears to permit you to add items to the list (or to edit it).
Click the Add button to add file names and types, words and phrases, or domain names. The type of items you add depends on the type of filter list you selected: Files (add file names), Keywords (add words that might appear in the message), Subject Lines (add text that might appear in the subject line of a message), Sender-Domains (add specific senders or generalized domains), or Allowed Senders (add safe addresses or domains). The Exclude from Import field is used to enter file names, words and phrases, or domain names that should never be included on the relevant list. This prevents these entries from accidentally being added when importing a list from a text file.

You can change the name of a list by selecting the list in the List Names box and pressing F2.
