ProjectPickerControl.PortfolioDisplayName Property

If this and PortfolioDisplayName are empty or null, then ProjectPickerControl better be enabled so user can select one.

Value is passed to ProjectPickerControl, PickWorkItemsControl and ColumnsPickerControl child controls.
