Retrieves the progress of all updates that are currently downloading.

Return Value
Provides the total number of bytes to download and the number of bytes downloaded so far.

Remarks
If IUpdateServerConfiguration.HostBinariesOnMicrosoftUpdate is true, the progress shows the progress of downloading the end-user license agreements (EULAs); otherwise, the progress shows the progress of downloading the EULAs and updates.
