EnableLinksBar specifies whether the Internet Explorer Favorites bar appears. (This bar was previously called the Links bar.)
The Favorites bar provides a place to add links to favorite Web pages. The Favorites bar supports all Internet Explorer content types (for example, favorites, feeds, and monitored links). If the EnableLinksBar value is set to false, the end user can still activate the Favorites bar manually.
