Description
Determines how many times TCP sends an Address Request Packet for its own address when the service is installed. This is known as a gratuitous Address Request Packet. TCP sends a gratuitous Address Request Packet to determine whether the IP address to which it is assigned is already in use on the network.
If another computer replies to the Address Request Packet, the IP address of the local computer is disabled, an error is written to the System Log in Event Viewer, and an error message is displayed to the current user. In that case, Windows 2000 can start, but it cannot operate if the address that connects the computer to the network is not unique. When the computer broadcasts to any address, the computer that originally had the address detects it.
If the computer that had the address first is also running Windows 2000, an error message is written to its System Log and an error message is displayed to its current user.

Windows 2000 does not add this entry to the registry. You can add it by editing the registry or by using a program that edits the registry.
