Third Encouraged Picture Decoding Configuration
The third encouraged configuration provides support for off-host IDCT that is expected in some implementations. This configuration is encouraged for decoders. However, the second configuration is preferred for accelerators.
This configuration is defined the same way as the first picture decoding configuration with the following exceptions.
