LOCALE_NEUTRAL
The neutral locale. This constant is generally not used when calling NLS APIs. Instead, use either LOCALE_SYSTEM_DEFAULT or LOCALE_USER_DEFAULT. The value of LOCALE_NEUTRAL is 0x0000.
