服务操作是与服务的特定操作关联的代码和元数据。

就 WSDL 而言，在 WSDL 文档中为给定 portType 定义的每个 wsdl：operation 都是一个服务操作。

服务模型中的每个服务操作都以 WS_OPERATION_DESCRIPTION的形式提供。 WS_OPERATION_DESCRIPTION由 wsutil.exe生成。

对于每个 wsdl：operation，该工具将生成单独的 WS_OPERATION_DESCRIPTION。
