Unable to install July 2021 rollup patches on Windows 2012 KB5004285 KB5004298

I am having trouble installing the recent July rollup updates KB5004298 and KB5004285. Updates install fine but after reboot it rolls back. I have tried installing each one individually, used sfc/dism, cleaned up C:\Windows\Temp, cleaned and reset windows update, installed manually, installed direct from MS instead of WSUS, etc. CBS.log seems to give some relevant information but I have not been able to figure out where to go next.

    Try Folders are empty? Try Changing Ownership on C:\Windows\SysWoW64\Macromed and C:\Windows\Marcromed

    Had to change a couple servers ownership to administrator with full right to the folder and applied patches
    as administrator?

    Re-creating these directories fixed the issues on all of my 2012 r2 servers. Been battling it for the past 2 months.
    C:\Windows\System32\Macromed\Flash
    C:\Windows\SysWOW64\Macromed\Flash

    How MS still has not fixed this is mind-boggling!

    KB5004285 and KB5004298, we only need to install one of them, not both.
    If you have installed KB5004285, you have updated system to the latest build, don’t need to install any other update; if you have installed KB5004298, you don’t need to install KB5004285.

    In my opinion, we could reset windows update components
    Right click on the start button and select Powershell (admin) or Command Prompt (admin)
    Write the next hit enter after each line.

    net stop wuauserv
    net stop cryptSvc
    net stop bits
    net stop msiserver
    Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
    Ren C:\Windows\System32\catroot2 Catroot2.old
    net start wuauserv
    net start cryptSvc
    net start bits
    net start msiserver

    After completed, manually install KB5004298, that’s enough.

    We are experiencing this on Windows 8.1, server 2012r2 and small number of server 2016 boxes as well.

    KB5004298 and KB5004285 on 8.1 +2012r2

    KB5004238 on server 2016

    Have tried clearing c:\windows\software distribution folder, disabling branche cache amongst other things.
