FormatUrl Class
Definition
Formats a url by canonicalizing it (i.e. " " -> "%20") and transforming "localhost" to "machinename".
This API supports the product infrastructure and is not intended to be used directly from your code.

Remarks
Proper URL format consists of applying URL character encoding and replacing "localhost" by the actual machine name.
