Disaster Recovery licensing

Hello, experts.

Consider the following scenario:

3x VMware vSphere existing servers licenced with WS 2012 R2 Standard ROK

Replacing those servers and transferring them to Disaster Recovery what are my license options?

New WS 2019 ROK for new 3x servers and New WS 2019 Open licences for those old 3x servers, to match windows version?
New WS 2019 Open with Software Assurance for new 3x servers and not licensing the old 3x servers?
Other?

    ROK is a product key by OEM, we could contact with them for transfer statement.
