KB5003217 OS settings cannot be opened

Win 10 LTSC 1809, update to this KB5003217, the setting cannot be opened, it will cause a crash. remove this KB5003217, the setting can be opened and used normally, is there any abnormality in this KB file??, or there are other ways to eliminate it?

Same problem on different computers. LTSC 2019.
Also, RDP client works abnormally.

We have the same problem. Windows 10 IoT Enterprise LTSC 2019. Traditional Chinese language.

I check the May 20, 2021-KB5003217 (OS Build 17763.1971) Preview website, KB article doesn’t mentioned settings app crash or hand issue.

Maybe this KB has some compatibility issue on your software, try to clean boot computer to check result.
Also, you could switch to another user account for test.

If issue still exits, uninstall KB5003217 and wait for the next update.

I uninstall KB5003217 and wait for the next update.

Yes this appears to be the solution for now. Hopefully MS is aware of this and resolves before the mainstream release in June.

I have tried to uninstall KB5003217.it can be problem eliminated after , and the OS is also try reinstalled. As long as the is updated to KB5003217, the same problem will occur. It seems that this problem can only be.wating next update.
P.S. But not just one of them, but multiple computers update to this KB5003217, this problem has occurred

Hello,

Try running wsreset.exe command and see if this fix Settings app issue.

If issue still persists, re-register Settings app:

  1. Open administrative Windows PowerShell.

  2. In PowerShell window, type/paste following cmdlet and press Enter key:

    Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml" -Verbose}

  3. Let the command complete.

Gave this a quick go in a VM this morning neither of these commands solves the issue.

On a physical PC I was able to right click on the settings app icon in the start menu and open the app settings pane and try a reset there but it didn't work either. Clicking the back arrow from this screen I was able to get into the apps list where it displayed the text of the font name "Segoe UI" next to the Home icon and the text "Failed" in the search box. I cant get in that screen on this VM then, trying to open app settings displays the same behaviour as PC Settings, the app tries to load and just quits straight away.

Hi,

I have the same problem. The problem is solved after uninstalling KB5003217 and is back again when reinstalling this update.

Just now I figured out that the problem only exist when Dutch (nl-NL) is the selected user language.
When I change the language to fr-FR, en-EN or de-DE there is no problem. It seems the problem is language pack related.

Anyone got more ideas?

Yes I guessed as much that's why I wanted to add that I use a different language pack :)

I uninstalled the update, added en-US then reinstalled and it works fine. Changing back to en-GB causes it to stop working again so its definitely language pack related.

Same here. We use spanish es-ES languaje. Also tried with a clean install of LTSC, same behaviour. It only gets repaired after uninstalling KB5003217.
I hope Microsoft will solve this for the next update tuesday.

Having the same issue as you all, PLUS my printers are unusable and all greyed out in printers ... Recognize this as well, anyone?

TRUE! Last tuesday, I was unable to install a printer, because the system can't search the available ports.

IOn my testmachine it looks like the Print Spooler services keeps stopping. So I can confirm problems with printing also. :-(

Same thing here! It happened after updating windows with KB5003217. Brazilian Portuguese language.

Right now I'm trying to uninstall just to see if it works.

Looking forward to grab an LTSC updated msdn iso with this integrated (17763.1971). If anyone has access to it, could please make a clean install and see if the problem still remains?

I uninstall KB5003217 and everything is ok.

Uninstalling the update did the trick.
I’ll do some tests with a clean installation and manually update with the Kb5003217 autonomous update package before connecting to the internet and check for other windows updates.

Anyone using x86 version of LTSC? Could tell us if this problem is happening too?

Yes x86 is where I first noticed it. I’m going to assume server 2019 1809 is also affected if you’re using a different language pack but I don’t think anyone would want to confirm that in production 🙂

I have the same problem with a Dutch version of Windows 10 Enterprise LTSC 2019 (nl-NL). An English version (en-US) installed on a vm is without problems.

Tried the solution of KapilArya but they don't work.

As other person has said, it only happens with languages different to english en-US.
If you have en-US installes and you change to it, the problem disappears and the control panel works again. But if you configure your languaje again, the problem returns.

I made A .CMD script that might solve this. I don't know if the foldername "89a3f17ee83205dcee4e8b2100a0b91f" is connected to Swedish locale. Please give feedback if you are able. However, feel free to try it out AT YOUR OWN RISK! It is full of dirt hardcoded hacks but it works for me and my friends. I'm using NTFS folder permissions to block the update from further installations. Might improve it later on.

30/5: Update. Made blocking dynamic (searches for the 5003217 cab file and then uses NTFS permissions to block the folder where 5003217 cab update file is present, which prevents the update from installing). Should work on more systems now. Please run script as admin and try if it works now. As before; USE AT YOUR OWN RISK! (works on several computres running LTSC here)

@Kinjo-8083 : Does the blocking also work?

When looking in Windows Update it should say something like "Update failed,, (KB5003217) 0x80070005".

The purpose is to permanently block this update. Just uninstalling it is a highly temporarily solution, since Microsoft will forcefully roll it out on gain and again, unless you block it. (As other users pointed out here).
